Turn on a category to block matching sites while Parental Controls is armed. Always allow on the Sites tab overrides a category hit for that domain.

Each row is a checkbox. Off means that category is not filtered. YouTube Restricted Mode and Force Safe Search are on the Locks tab, not here.
